General Census of Population, Housing and Establishments 2017, new strategic methodology is set to train the field enumerator, by using a method known with the Snowball in the training.
The training process started with selecting a group of CAPMAS youth employees as a core for the training phase with all the working specialties in CAPMAS, then the training process has extended in the number of the trainees, for it started with 35 trainee and they become the trainers of trainees which reached to 500 trainees on the Republic level during the 6 training courses from January 2016 to June 2016.
The quality process started from the first moment the Census starts
1- Assessing the domestic inspectors and assistants through the field work phases, as follows:
*Assessing the training facilities and the availability of the training tools
*Measuring the commitment of the trainers and trainees
2- Assessing the procedures for packing and numbering the areas of the inspectors and assistants
3- Assessing the Building counting to ensure:
*The comprehensive counting of buildings.
*The comprehensive counting of building units (residential – nonresidential).
*The comprehensive counting of Households.
*Building and Units characteristics.
4- Assessing the Population Enumeration to ensure:
*The comprehensive enumeration of all the households and individuals.
*The Households individuals’ characteristics.
*Checking on areas of some inspectors and assistants with achievements less than 100%.
5- Assessing the Establishments Counting to ensure:
* The comprehensive counting of all the establishments.
* The Establishments Characteristics.
* Checking on closed establishments.
*** Tablets had a great impact in facilitating the task of the field researcher, as the length form takes about a third of an hour to be entered, and the short form is ten minutes
***Conducted Five pre-census experiments, and the fifth experiment was an experimental census. These experiments were conducted with the purpose of:
* To Access the optimal form of the census forms.
* To Identify the field problems and how to solve them.
* For Testing the performance rates for each employee and determining the efficiency of work at each stage, as well as the methods of labor testing.
* To Test the electronic application for all the stages of Census.

Supervision
To supervise the process of collecting the statement, the process required from the planners of the General Census of Population, Housing and Establishments to set an organizational structure for workers starts with 1- The Coordinator, a supervisory function whose scope is the work area of the governorate or part of it, and they consist of (28) coordinators.
2- The Observer, which is a supervisory function whose scope of work is one or more section/center, and they consist of (280) observers.
3- The Inspector, who is considered the first job in the structure of workers that works directly in the field, where the currency range is one or more shikha/village, and they consist of (2500) inspectors.
4- The Assistant - the Associate Assistant, the function that collects the statement directly from the respondent, where the assistant or the associate conducts a personal interview with the respondent, and they consist of (28000) assistants/ associates.
*In addition to the technical traffic and quality control teams, which are organized by the higher administration of the census, which have an effective role in the process of quick discovery of any technical or administrative errors and based on finding quick solutions to them.
