History of civilian Government and Public authorities workers census dates back to 1941,

when an annual series for this census was published from that year until 1956,

then this statistic was stopped because some sources were stopped from providing their data.

In 1961,it was seen the Necessity of providing updated statistical data on government employees.

This census was conducted on 1/11/1961,as well as a census of daily workers conducted on 1/2/1962. 

In 1966,CAPMAS in cooperation with Central Organization for Management and Administration conducted a census about employees in Ministries,Organisation,Authorities and Public institutions departments conducted on 31/12/1966.

It was agreed that the statistics will be every three years.According to that CAPMAS conducted a census about employees in

Government on 31/12/1969.In 1971 Comprehensive job counting was carried out for employees in Government on 31/3/1971.

CAPMAS wanted to provide a regular series of statistical data on Government and Public/Public business.

Since 1978 this statistic has been carried out using a specialized statistical form designed for this purpose. 

That employment data is collected on the first of January of each year as well as financial,holidays,secondments and missions and those who have left the service...etc data were collected from the previous year.

From 2000,There was an agreement between CAPMAS and Ministry of Administrative Development that Ministry of Administrative Development provides government employees data and CAPMAS provides data about workers in Public/Public business sector in which all the data was included in one bulletin issued by CAPMAS.

From 2005 Central agency of Organization and Administration has become the source of data for government employees.

 

Statistical Objectives:

Statistical objectives are as follows:

A-Identifying civilian Government and Public/Public business sector workers numbers and providing data according to gender,different characteristics as educational status,Specific functional groups,financial grades and economic sectors that are published according to state budget.

B-Giving clear picture of the functional system in these economic sectors and what occurred changes.

C-Measuring functional inflation volume to serve rationalization of decisions related to the use and operation at the national level in various economic sectors of the state.

1-Government Sector:

Employees in government bulletin includes distribution of employees according to State budget,Different grades,Type of cadres according to different governorates,functional groups and economic sectors.

2-Public/Public business Sector:

It includes distribution of civilian workers according to the economic sector,financial grade,gender,functional groups and educational status.
