          <![CDATA[CAPMAS works within republican laws and decisions framework which regulate foreigners work in Egypt, so CAPMAS issues "Annual Bulletin of Foreign Workers in Egypt (Governmental and Public Sector / Public Business sectors) in 2015 to complete the related previously released series of publications since 1975.
First: Bulletin goal:
Identify size and characteristics of labour force coming to Egypt in (Governmental and Public / Public Business sectors) in 2015 in terms of (nationality - employer - educational status - professions sections - type of contract) 
Second: Methodology:	   
A - The statistic is issued annually for a calendar year, and its preparation period is 6 months, and the final results are published.
B - Sources and method of data collection:
Data is collected from various state agencies (Ministries - Public authorities - Governorates - Public / Public Business companies) written on form (309) for counting of foreign workers in Egypt and their different characteristics (Military experts do not include the counting).
C - Managing unresponsive data:
The aforementioned entities are addressed by fax, followed up by phone, and corporation with CAPMAS mobilization committees heads to acquire the statement.
D - Methods of access to data and publishing rules:
The bulletins are available on CAPMAS's website and a paper bulletin.

1 - Immigrants:
Those who left the country with an immigration license through legal channels in accordance with Immigration and Welfare of Egyptians Abroad Law No. 111 of 1983 (Article 8) "A migrant is considered a permanent immigration for every Egyptian who made his residency, It is permanently normal outside the country to acquire the foreign country nationality, obtain a permit for permanent residence in it, or reside there for a period of no less than ten years, or obtain a permit to emigrate from one of the countries of immigration that is determined by a decision of the minister concerned with immigration affairs.
2- The original Immigrant: He is the individual who applied to the concerned authorities for a license to emigrate outside the country, explaining his desire to accompany his family members. 
3- Immigrants who acquired the immigrants status: they are who left the country without an immigration license and then acquired the immigrants status in the immigration country. 
4- Escort: The individual who obtained a license to emigrate outside the country according to the original immigrant. 
5- Acquiring foreign country nationality: It is considered a permanent immigration immigrant for each Egyptian made his permanent residence outside the country by acquiring the foreign country nationality, This right is proven to his wife and minor children who are immigrants with him or not to retain Egyptian citizenship.]]>

1)Needs Department related to Economic and Mobilization Statistics Sector sends general mobilization plans required for 2015/2016 fiscal year to various government agencies (Ministries - Public authorities - Governorates - Public/Public business sector) to fulfil them, Form (309)is included in this plan related to counting of foreign workers to be fulfilled.
2)Counting of foreigners who have acquired approval to work during the year from foreigners working in Government and Public/Public business sector department in CAPMAS,follow-up and communicate with them or with CAPMAS representatives where they work, All this is done according to Bulletin working plan stages and timing (Attachment 2).
3)The bodies whose responses are mentioned in the plans are matched with the bodies in which CAPMAS agreed to work for foreigners during 2015,and accordingly, The bodies that will be addressed by fax are identified and a framework is established in them.]]>
