          <![CDATA[ CAPMAS works according to the framework of Republic legislations and decisions regulate the work of foreigners in Egypt, so CAPMAS publish annual bulletin of foreign employees in Egypt (governmental sector- Public sector/Public business) 2015 to complete series of previous bulletin released on this subject since 1975. 
First: Bulletin Target :  
  To identify the size and characteristics of the incoming work force to Egypt in governmental sector- Public sector/ Public business in 2015, such as nationality, work destination, educational status, occupation sections and type of contracts
 Second: Methodology:
   A-	Releasing the annual bulletin in a Georgian year, preparing in 6 months and publish the final results.
   B-	Sources and method of collecting data:
   Data collected from the State’s various authorities (ministries, public authorities, governorates , and public sector/ public business sector’s companies) edited on questionnaire (309) for counting foreigners in Egypt and their different characteristics (not including military experts).
   C-	Processing non responding  Data:
   By addressing the authorities mentioned before, by fax then by follow-up through the telephone and cooperate with the heads of the mobilizing committees in CAPMAS to obtain the statement. 
   D-	Method of providing data and dissemination rules:
   To provide the bulletin on C.A.P.M.A.S. website and in hard copy in paper.

          <![CDATA[Fifth: Used definitions: 1- Emigrants: who emigrates the countries obtained emigrant license through legal channels according to migrations law and Egyptians welfares aboard (no. 111) for year 1983(article 8) “Considering the emigrants a permanent emigrant for every Egyptian live a regular and permanent resident outside the countries, the one who obtained other foreign nationality of obtaining  permission for permanent residence in a foreign country or lived there for no less than 10 years, or obtained migration permission from the migration countries that determined by a decree from the specialized minister of migration affairs. ".	
   Origin emigrant: the individual who applied for immigration license to the concerned authorities to emigrate outside the countries declaring his desires of accompanying his family. 3. Emigrants who obtained the entity of emigrant: who leave the countries without migration permission then gained the entity of emigrant in the country of migration. 4. Companion: the individual who obtained the migration license outside the country following the origin emigrant. 5. Gaining the nationality of a foreign country: considered as a permanent immigrant every Egyptian living a regular resident outside the country by gaining this foreign nationality along with keeping his Egyptian nationality and this right applied to his wife and his children who emigrate with him or whether they want to keep their Egyptian nationality or not.]]>

          <![CDATA[ Data collected in form (309 A) through counting the foreign employees in Egypt (attach 1) by three methods:
1)	The department of Needs that following the sector of Mobilization and Economic sends the required public mobilization plans to the different governmental authorities for the fiscal year 2015/2016 to be completed (ministries – public authorities –governorates – public sector/ public business sector) and the plans included in the form (309) of counting the foreign employees to be completed. 
2)	Counting the foreigners who obtained work approval during the year from the working foreign employees in the governmental – public sector /public business sectors in CAPMAS also follow up and communicate with the authorities’ delegates that works with CAPMAS, all these done according to phases and timing of an action plan (attach 2)).
3)	After the matching all the authorities’ responses in the plans that CAPMAS approved on the work of foreigners during 2015 and base on it we determine the authorities that will be addressed by fax and set a framework for it .]]>
